Why I’m at war with the powers that be.  From 1996 – 2000 The United States Government dangled $3.95 billion infront of states that passed tough on crime laws.  States, including Illinois thursty for those federal dollars responded with tougher sentencing laws such as the Truth-in-Sentencing Ace (herein T.I.S Those convicted of violent crimes must serve 100% of their sentence without any chance at parole.  During the debates on the T.I.S in the House and Senate the Illinois legislature did not consider the behavioral, psychological or social characteristics of emerging adults (those 21 and under)  Today it is well known in the courts of Illinois and across the country that the human brain doesn’t fully develop until the mid 20’s (See People V. Ruiz, 2020 IL App (1st) 163145, May 26, 2020

In a CNN interview former president Bill Clinton renounced his 1994 crime bill which brought the T.I.S. knowing it’s unconstitutional as it applies to emerging adults nothing has been done to repeal it.

I’m a litigator fighting for reform.  My message is clear.  Any prison Reform group, judge or candidate who is not willing to repeal the T.I.S is not worth your vote.
